2022 Duty to Serve Scorecard

The Underserved Mortgage Markets Coalition (UMMC), a group of 21 leading affordable housing organizations, has released a scorecard evaluating Fannie Mae and Freddie Mac’s 2022–2024 Duty to Serve (DTS) Underserved Market Plans. While recognizing significant improvements over earlier drafts, the coalition found that many of its key recommendations—outlined in its January Blueprint for Impactful Duty to Serve Plans—were not fully adopted. In particular, the enterprises did not meaningfully expand support for manufactured housing homeowners seeking traditional mortgages or commit to directing 10 percent of loan purchases to low- and moderate-income families facing high energy costs. UMMC urges Fannie Mae and Freddie Mac to use the scorecard to strengthen their DTS commitments and calls on their regulator, the Federal Housing Finance Agency (FHFA), to weigh these findings in oversight. The coalition emphasizes its goal of collaborating with the enterprises to refine their plans and achieve higher performance in future evaluations.
