2024 Duty to Serve Scorecard
The Underserved Mortgage Markets Coalition (UMMC), a 32-member alliance of leading affordable housing organizations convened by the Lincoln Institute of Land Policy, has released Blueprint 2024 to guide Fannie Mae and Freddie Mac’s 2025–2027 Duty to Serve (DTS) plans. Under federal regulation, the enterprises must prioritize affordable housing finance in manufactured housing, rural housing, and affordable housing preservation—areas where access has long been limited. With Fannie and Freddie playing an increasingly central role in the mortgage market, the coalition’s recommendations call for expanded loan purchases in underserved markets, the creation of new accessible products and programs, and stronger partnerships to address housing gaps. By synthesizing expert perspectives into actionable priorities, UMMC aims to help the enterprises better fulfill their public mission, while tracking progress through future scorecards. Lincoln Institute CEO George W. McCarthy emphasized that Duty to Serve is among the nation’s most critical affordable housing regulations, and that this blueprint provides Fannie and Freddie with tools to expand financing opportunities in potentially transformative ways.
